can i steal sum1's pic and disign in photoshop, or do i need to draw it

zzzzzzzxxx or wtf ever yes it does count if you take someone elses pic as long as u make it into your own like say i find a picture that has a clipping of what i like what i do is i cut it out and change the color then add some stuff to it and then use it for one of my banners!

If you dont have Photoshop and need a different alternative then crapy paint you can use this!
